BY-LAWS

Salt Lake County 4-H Leaders Council

 

The By-Laws serve the purpose of providing specific details pursuant to the Constitution of the Salt 4-H Leaders Council. Lake County

  

 

ARTICLE I

 

MEMBERSHIP

 

 

Section 1              Any current or previous 4-H volunteers can be nominated to serve as a member of the Salt 4-H Leaders Council.  Lake County

 

Section 2              Volunteers may nominate themselves for Council membership by submitting a nomination application by September 1.

 

Section 3              Vacant positions will be advertised on an annual basis, along with job descriptions, required skills, and the term for each position.

 

Section 4              Voting for new Council members will occur at the September meeting.

 

Section 5              New terms on the Council will begin in October.

 

Section 6              The rotation for key project leaders shall be maintained as follows:

 

  • October 2006 – New Term Begins For:
    • Plant Science
    • Animal Science
    • Healthy Lifestyles
  • October 2007 – New Term Begins For: 
    • Citizenship & Civic Education
    • Science & Technology
    • Consumer & Family Science
  • October 2008 – New Term Begins For: 
    • Environmental & Earth Education
    • Personal Development & Leadership
    • Communication & Expressive arts

 Section 7             In the event of no functioning 4-H Teen Council, teen representatives will be selected by the Salt 4-H Leaders Council. Lake County

 

 

ARTICLE II

OFFICERS, CHAIRPERSONS & ELECTIONS

 

 

Section 1              The nominating committee will present a slate of qualified officer and chairperson nominees at the September meeting.  Nominations will also be accepted from the floor.

 

Section 2              The slate of candidates will include a nominee for:

 

  • president
  • vice president
  • secretary
  • treasurer
  • nominating committee chairperson
  • marketing committee chairperson
  • 4-H educational scholarship committee chairperson

 

Section 3              Newly elected officers and committee chairpersons will begin their term in October.

 

Section 4             Should a position become open before the term is completed, the president shall appoint a replacement to fill that term.

 

 

ARTICLE III

COMMITTEES

 

 

Section 1              The standing committees of the Council shall be:

 

  • nominating committee
  • membership committee
  • recognition committee
  • finance committee
  • marketing committee
  • 4-H educational scholarship committee
  • key project committees (9)

Section 2              Nominating Committee:

 

  • The nominating committee will be chaired by the current president.
  • The nominating committee’s duties shall be to: 
    • seek to identify diverse and talented volunteers to share in the leadership of the Council
    • present a slate of qualified officer/committee chairman nominees to the membership for consideration, including:
      • president
      • vice president
      • secretary
      • treasurer
      • standing committee chairpersons
    • The slate of officer and chairperson nominees shall be presented at the September Council meeting.

 

Section 3              Membership Committee:

 

  • The membership committee will be chaired by the current vice president.
  • The membership committee’s duties shall be to: 
    • recruit qualified volunteers to serve as members of the Council
    • seek to maintain diversity among the Council’s membership
    • review the nomination form annually and make recommendations for revision
    • review nominations for Council membership and make recommendations to be voted upon at the September Council meeting
    • assist with orientation and support for new Council members

 

Section 4              Recognition Committee:

 

  • The recognition committee’s duties shall be to: 
    • promote county, state and national recognition available to Salt youth and adult volunteers Lake County
    • review the volunteer nomination form annually and make recommendations for revision
    • review nominations submitted for county volunteer awards and make a recommendation to the Council on award nominees

 

Section 5              4-H Educational Scholarship Committee:

 

  • The 4-H educational scholarship committee’s duties shall be to: 
    • promote the county and state scholarships available to Salt 4-H members Lake County
    • review the scholarship form annually and make recommendations for revision
    • review applications submitted for county scholarships and make recommendations to the Council on scholarship recipients

 

Section 6              Key Project Committees: 

 

  • There shall be one committee for each of the major curriculum areas: 
    • Plant Science
    • Animal Science
    • Family & Consumer Science
    • Healthy Lifestyles
    • Citizenship & Civic Education
    • Personal Development & Leadership
    • Environmental Science & Earth Education
    • Science & Technology
    • Communication & Expressive Arts
  • Each committee will be chaired by the Key Project Leader for the respective curriculum area.
  • Each committee shall be made up of 4-6 appointed members, including 1-2 teen representatives. 
  • Each key project committee’s duties shall be to: 
    • promote awareness of county, district, state, and national educational opportunities available to members and volunteers within the curriculum area
    • promote curriculum and resources available to volunteers to teach subject matter within the curriculum area
    • plan, implement and evaluate educational programs, contests and events within the curriculum area
    • submit an annual budget proposal to the Council to fund resources which support programs within the curriculum area
    • assist in judging portfolios within the curriculum area
    • serve as a judge for exchange county’s fair exhibits within the curriculum area
    • organize entries, assist judges, and record scores during Salt Lake County Fair judging 

                             

Section 7             Finance Committee:

                             

  • The finance committee shall be chaired by the treasurer.
  • The finance committee’s duties shall be to: 
    • Prepare and submit an annual budget to the Council to be voted upon at their September meeting. 
    • Review funding requests from Key Project Committees.
    • Provide leadership for planning and implementing fundraising efforts, including the annual campaign, contest sponsors and fund raisers

 

Section 8              Marketing Committee:

 

  • The marketing committee’s duties shall be to: 
    • Review marketing materials annually and make recommendations for new materials needed
    • Assist in the development of marketing materials
    • Assist with the planning and implementation of promotional events that will further the awareness of  Salt Lake County 4-H, including marketing efforts for National 4-H Week, Salt Lake County Fair and National Volunteer Week.

 

Section 9              Committees: 

 

  • Ad hoc and standing committees will be formed as needed by the Council to further the goals of the 4-H program.

 

 

ARTICLE IV

MEETINGS

 

 

Section 1              Salt 4-H Leaders Council will meet monthly on the 4th Tuesday of each month at 7:00 p.m. Lake County

 

Section 2              Committees will meet as needed to complete their duties.

 

 

 

 

ARTICLE V

AMMENDMENTS

 

 

Section 1              The By-Laws may be amended by a majority vote of the Council members, with a quorum of 75% of the Council membership in attendance.
