CONSTITUTION

Salt Lake County 4-H Leaders Council

 

 

ARTICLE I

NAME & PURPOSE

 

 

Section 1              This organization shall be known as the Salt Lake County 4-H Leaders Council.

 

Section 2             The purpose of the Salt Lake County 4-H Leaders Council shall be to further the objectives of the 4-H program in Salt Lake County through volunteer and member recruitment, support and recognition; fund raising; planning and implementation of 4-H programs and events; and marketing and promotion of the 4-H program.

 

 

ARTICLE II

MEMBERSHIP & ORGANIZATION

 

 

Section 1              Any current or previous 4-H volunteer is eligible to serve as a member of the Council regardless of race, color, religion, sex, national origin, age, or disability.

 

Section 2              The Council shall consist of Area Mentors, Key Project Leaders, Officers, Teen Representatives, Committee Chairpersons, a liaison from the Horse Council, a liaison from the Junior Livestock Council, and the 4-H staff of USU Extension (ex-officio).

 

Section 3              Executive Council:  The executive council shall consist of the elected officers: President, Vice President, Secretary, and Treasurer.

 

Section 4              Area Mentors:  Mentors will be selected to provide training and on-going support to new and existing club leaders within designated geographical areas.

 

Section 5              Key Project Leaders:  A Key Project Leader will be selected for each curriculum area.  They will provide planning and support for educational programs within their respective curriculum area.  The Key Project Leader will serve as the committee chairperson for their respective Key Project Committee.  The curriculum areas are:

 

  • Plant Science
  • Animal Science
  • Family & Consumer Science
  • Healthy Lifestyles
  • Citizenship & Civic Education
  • Personal Development & Leadership
  • Environmental Science & Earth Education
  • Science & Technology
  • Communication & Expressive Arts

 

Section 6              Teen Representatives:  Two teen youth will be elected to serve as at-large members of the Council.

 

Section 7             Standing Committees:  The chairman of each standing committee will serve as a member of the Council.

 

Section 8             4-H Horse Council:  The 4-H Horse Council will appoint a liaison to serve as a member of the Council.

 

Section 9             Junior Livestock Council: The Junior Livestock Council will appoint a liaison to serve as a member of the Council.

 

 

ARTICLE III

OFFICERS & ELECTIONS

 

 

Section 1              The officers of the Council shall be: President, Vice-President, Secretary, and Treasurer.

 

Section 2             The nominating committee shall submit a slate of officers to the membership for consideration.  In addition, nominations will be accepted from the floor.

 

 

ARTLICE IV

DUTIES OF OFFICERS

 

 

Section 1              President:

 

  • Work closely with 4-H leaders, staff and Council members.
  • Check on arrangements for each meeting.
  • Work with 4-H staff to prepare agenda.
  • Preside at meetings and supervises motions and voting according to Robert’s Rules of Order.
  • Calls meeting to order on time.
  • Arrange to have Vice President fill in when they cannot attend.
  • Appoint committees when necessary..
  • Serve as chairperson of the nominating committee submitting a slate of qualified officer nominees.

 

Section 2              Vice President:

 

  • Fulfill duties of President in his/her absence or when called upon.
  • Serve as the chairperson of the membership committee.

 

Section 3              Secretary:

 

  • Record minutes of each meeting.
  • Keep a record of attendance at all meetings.
  • Submit minutes to the 4-H staff within one week following each meeting.  The Extension Office will distribute the minutes.

 

Section 4               Treasurer:

 

  • Serve as chairperson of the finance committee.
  • Maintain the books and records of the Council including the sources, amount and purpose for which funds are either received or paid out from the Council.
  • Prepare a written monthly report detailing income, expenses and current balance.
  • Provide leadership and support for fund raising efforts.
  • Work with finance committee in preparing the annual budget.
  • Submit all financial records to the Extension Office for review annually.

 

 

ARTICLE V

COMMITTEES

 

 

Section 1              Standing and ad hoc committees shall be formed as needed.

 

Section 2              Committee chairman serve as an official member of the Council

 

Section 3              Committee members do not have to be members of the Council.

 

  • Ad hoc and standing committees will be formed as needed by the Council to further the goals of the 4-H program.

 

 

ARTICLE VI

TERMS & ROTATION

 

 

Section 1              Officers:

 

  • The president will fill a (1) year term of office.
  • The vice president will carry a (2) year commitment with one year as vice president, and then rotate to the position of president.
  • The secretary will fill a (1) year term of office, with the option of re-election up to three years.
  • The treasurer will fill a (1) year term of office, with the option of re-election up to three years.

 

Section 2              Committees:

 

  • Each chairperson position shall carry a (1) year commitment, with the option of re-election/re-appointment up to three years.
  • Each committee member position shall carry a (1) year commitment, with the option of re-appointment up to three years.

 

Section 3              Key Project Leaders:

 

  • Each position shall carry a three year commitment, with the option of an appointment to a second term.
  • A rotation system will be maintained whereby one third of key project leaders are rotated each year.

 

Section 4              Teen Representatives:

 

  • Teen Representatives will serve a one-year term.
  • Teen Representatives will be selected by the Salt 4-H Teen Council. Lake County

                             

Section 5             Area Mentors:

                             

  • Area Mentors will be selected from their geographic area.
  • Area Mentors will serve a three-year term, with the option of an appointment to a second term.

                             

Section 6             Liaisons:

  • The Junior Livestock Council and the 4-H Horse Council will appoint one liaison each.
  • Liaisons will serve a one year appointment, with the option of reappointment.

                             

 

 

ARTICLE VII

COUNCIL MEETINGS

 

 

Section 1             The Council shall meet at least eight times per year.

 

 

ARTICLE VIII

AMMENDMENTS

 

 

Section 1              The Constitution may be amended by a 2/3 vote of the Council members, with a quorum of 75% of the Council membership in attendance.
